Dottie Foster Carter, 52, of Hope Mills, went to be with her Lord and Savior, Wednesday, April 30, 2014.
Born in Tuscaloosa, Alabama, she is the daughter of Mildred Burroughs Foster and Dock Foster.
She was preceded in death by her father Dock Foster.
She leaves to cherish her memories to a loving and devoted husband, James L. Carter, two children: Staff Sergeant Derek (Brandy) Carter of Ramstein, Germany; and Jamela Carter of Hope Mills, NC, and three grandchildren, Jayden, Daniel, and Joshua Carter. A devoted mother, Mildred B. Foster of Tuscaloosa , AL. Four siblings, Steve (Jeanette) Foster of Dallas, TX; Melba Foster of Tuscaloosa, AL; Dwight (Grace) Foster of Tuscaloosa, AL; David (Angie) Foster of Fort Wayne, IN; one brother-in-law George (Demetra) Carter of Fayetteville, NC. Four sister-in-laws, Fannie (William) Benard of Henderson NV; Francis (Jimmie) Jackson of Sawyerville , AL; Jaunita (Wilson) Williams of Las Vegas, NV; Christine(Willis) Carter of Sawyerville, AL. A devoted aunt and uncle Mabel (Claude E.) McMullen of Fayetteville, NC. Other loving aunts and uncles include: Dorothy N. Jackson, and Eria (Lewis) Warren of Ypsilanti, MI. Rosa Foster, and Andrew (Jean) Miller, of Detroit, MI. Laura Foster of Demopolis, AL & Pauline Smith of Tuscaloosa, AL. Three uncles Fred (Virginia) Burroughs, Causie (Pearl) Burroughs, and Sylvester Burroughs, of Ypsilanti, MI. Dottie's very close friend, Sharon Coleman of Stone Mountain, GA, and a host of nieces, nephews, cousins, other relatives, friends, and a loving church family.
Mrs. Carter was employed as a Department of Defense Civil Service employee with over 22 years of service. Dottie touched many lives during her 22+ year career working with the Army's Child, Youth and School Services. The majority of that time was spent right here at Fort Bragg. Dottie spent five years as an Assistant Director for a Child Development Center - one of the hardest jobs in CYSS. She opened and closed centers, supervised staff, mentored young parents, put many a band aid on a scraped knee, and filled in wherever she was needed. Dottie's next job with Fort Bragg CYSS was as a Training and Curriculum Specialist for Family Child Care Providers where she worked as a mentor, guiding many providers through the attainment of their Child Development Associate's credential. Even after moving on to her next job, Dottie maintained close ties to the FCC program and continued to provide training and assistance. Since 2009, Dottie worked as one of the few Transition Specialists in the Army. Dottie was hand-picked for this position and she excelled at tracking, documenting, and working with the diverse groups that built 7 of our 8 new facilities. Dottie embraced working with the units and the Gold Star Spouses of the Soldiers whose names honor each of the buildings - a mission that she took great pride and responsibility in accomplishing to the best of her ability. And in her role as a Grandmother she showed everyone what was really important in life by becoming personally involved as a member of the Stout CDC Parent Advisory Committee. According to the Stout management team, "She was also our unofficial second set of eyes and ears to ensure we were on track. Dottie greeted the staff with a smile and kind words daily and ensured Daniel would greet everyone also. She showered the staff with love and affection. She was an intricate part of Stout CDC, we claimed her as our special person." Dottie has left a large hole in the heart of Fort Bragg's CYSS program and she will be truly missed.
Mrs. Carter enjoyed reading and collecting gadgets. Her greatest achievement was maintaining a healthy lifestyle. She was a very nurturing and caring person. She adored her family and always knew the right thing to say to make them feel calm in any situation. Holidays were family time especially Christmas. It was important to prepare a family meal at her house and have everyone over. She enjoyed life and brought much joy to those around her. She will be missed by all who loved and knew her.
